Studies of over-indebtedness
Since 2011, the Banque de France has carried out an annual typological survey to identify the characteristics of over-indebted individuals and households seeking debt resolution. Published surveys can be accessed via the links below. The Banque de France also publishes studies on various aspects of household over-indebtedness.
Annual series on over-indebtedness
In France, the prevention of household over-indebtedness is governed by Law No. 89 - 1010 of 31 December 1989 on the prevention and resolution of over-indebtedness among individuals and families. The procedure and solutions introduced under this framework have been amended several times, particularly since the 2000s. The Banque de France publishes two datasets, one showing the number of over-indebtedness cases submitted since the procedure was introduced, and another containing data series dating back to 2000.
Statistics on financial inclusion
Under Article R. 712-12 of the French Consumer Code, each departmental Household Debt Commission is required to compile an annual report on its activities. The report must set out the number of applications for debt resolution, the number of cases processed, the measures taken, the types of debt involved and any difficulties encountered. The reports are submitted to the Banque de France, which publishes a summary.
Key figures on payment incidents
The Banque de France manages three payment incident registers: the Central Cheque Register (FCC), the National Register of Household Credit Repayment Incidents (FICP) and the National Register of Irregular Cheques (FNCI). It publishes monthly and annual data on the number of people listed on the registers, the number of payment incidents, debt resolution measures, the related bank accounts and requests for access to the registers. Reports by the Observatory for Banking Inclusion (OIB)
The OIB was created by the Banking Law of 26 July 2013 and the Poverty-Prevention and Social Inclusion Plan. It is chaired by the Governor of the Banque de France and comprises 18 members representing public authorities, banks, charities and municipal social welfare centres. The OIB’s role is to monitor credit institutions’ banking inclusion practices, particularly those affecting the financially vulnerable. It collects information from credit institutions on inclusion practices and on the accessibility and use of banking services. It also defines, produces and analyses banking inclusion indicators and publishes an annual report on its work.
