IT procurement (SAI)

The SAI rigorously and strategically manages all technological acquisitions, from critical infrastructure to cutting-edge innovative solutions.

It is a key player in digital transformation, delivering performance and security, and ensuring compliance with public procurement requirements in a constantly changing environment.

It is committed to responsible and efficient management, ensuring cost efficiency and risk control, and assists the institution in achieving its digital ambitions to better serve the public interest.

The SAI has an agile, expert-based organisational structure, divided into four main procurement categories:

  • Software and Cloud: acquisition and management of business and technical software, regardless of procurement method or use (SaaS, Cloud, on-premise installation), and all Cloud services (IaaS, PaaS, SaaS)
     
  • IT Services: external services to support the operation, development and security of the IT system, including technical assistance, application development and maintenance, infrastructure and network management, cybersecurity and IT support services
     
  • Infrastructure and Telecommunications: servers, storage, networks, managed services, data centre and telecommunications services
     
  • Workplace: individual IT equipment, collaboration tools, deployment and user support

Four procurement categories

The Software and Cloud category includes all acquisitions of business or technical software solutions, and all Cloud services (IaaS, PaaS, SaaS). Its scope is extensive, ranging from management applications to critical digital platforms. These purchases provide the Banque de France with effective, scalable and secure tools that support digital transformation and assist business lines in their activities.

The IT Services category covers services related to information technology: infrastructure services (servers, networks, storage, Cloud), application development and maintenance, cybersecurity, systems management and user support.

These acquisitions are mainly revolve around service centres, and include performance commitments tailored to recurring needs or transformation projects. Resource commitments (in man-days) remain marginal and are used only occasionally.

The IT services acquired contribute to the continuity, resilience and efficiency of the Banque de France's information systems.

The IT Infrastructure and Telecommunications Network category includes acquisitions of essential hardware components: servers, data-centre equipment, security solutions, business networks and telecommunications (fixed, mobile, data, optical fibre).

These purchases make up the technological backbone of the IT systems. They help to keep critical environments operational and guarantee the quality of interconnections within the Banque de France.

The Workplace category covers acquisitions related to the digital work environment: computers, peripheral devices, collaboration tools, videoconferencing solutions, storage and communication applications.

It covers both standalone equipment and collective services that allow people to work together effectively. These purchases contribute to a modern, hybrid and connected work environment, promoting efficiency, mobility and cooperation on a daily basis.
 

Real Estate Procurement (SAIM)

Real Estate Procurement covers:

  • construction work
  • related services (particularly project management and project management assistance)
  • building and equipment maintenance
  • safety and security
  • brokerage services
  • occupant services
  • utilities (particularly electricity and gas)

Three procurement categories

The Property Management and Services procurement category covers two sub-categories:

  • real estate asset management
  • occupant services

Real Estate Asset Management (also referred to as Asset Management) is the administration of the portfolio of real estate (tertiary or cash management buildings, industrial and residential properties) owned in the Banque de France’s name or otherwise. This sub-category’s procurement strategy is entirely dependent on the Banque de France's real estate strategy.

Occupant Services (SAO – Services aux Occupants) involve the management and provision of (non-IT) services to create a pleasant and comfortable work environment for occupants.

SAO includes:

  • general services (cleaning, removals, reception, handling of mail, etc.)
  • personal security (security guards, remote surveillance)
  • office supplies and furniture

The SAO’s primary objective is to ensure occupant satisfaction. This necessitates high-quality service and quick and effective responses to occupants’ needs.
 

The Building Life procurement category is made up of three sub-categories:

  • building management and services: activities designed to ensure the smooth running, safety and efficiency of a building's facilities and infrastructure
  • energy and utilities supply
  • property equipment and security
     

The Construction procurement category covers all activities directly related to the planning, design, completion and inspection of a real estate project. “Construction” as a term broadly covers the building, renovation and refurbishment of the Banque de France's real estate portfolio. This procurement category, which encompasses major projects and expenditure related to maintaining property in good working order, is divided into two sub-categories:

  • engineering and real estate diagnostic services
  • construction work

Specific Procurement for the Business Sectors (SASPE)

Specific Procurement for the Business Sectors covers:

  • Cash management and branch network activities:  
    • services and supplies related to cash issuance and circulation
    • services and supplies related to maintaining banknote and coin quality and relations with institutional customers
    • project management assistance related to the sector’s activities
  • Operations:
    • project management assistance to the sector
    • cheque processing services
    • financial database procurement
  • Human resources:
    • human resources management services (recruitment, personality tests, etc.)
    • services related to administration of personnel (management of employee savings schemes, supplementary health insurance, and death and disability coverage)
    • training services
    • project management assistance related to the human resources sector
  • Cross-functional procurement:
    • insurance services (real estate, agents on assignment, works of art, construction, etc.)
    • travel management services
    • services related to security, communication and sustainable development
    • project management assistance for cross-functional activities
  • Procurement of intellectual and IT services.

Three procurement categories

Our Banking Services procurement category comprises all services that contribute to meeting the needs and functionalities of the Banque de France's banking services. It mainly covers cash management, banking, financial and statistical activities. Our client directorates are the DGMP, DGSO, DGSEI and SG.

The Back-Office procurement category covers all support purchases made by the Banque de France, in particular: human resources; communication, including art and heritage-related procurement; mobility; insurance; and non-IT intellectual services. 

The IT Intellectual Services procurement team is made up of six people who purchase IT and business intellectual services under standardised contractual terms for simplified management. The procedures are regularised, based on framework agreements (a panel of companies with average daily rate caps – ADR), or operate without framework agreements if necessary. The contracts allow for the involvement of one or more service providers, each making commitments in terms of resources.

Management of the Procurement and Ordering Process (SPAC) 

The SPAC plays a cross-functional role in both order processing and the management of the SACHA purchasing information system databases.

Two units

plays an operational role in the purchase-to-pay process:

  • it monitors all supply requests issued by technical specifiers in the purchasing information system (SACHA)
  • it generates data exchanges with the auxiliary accounting system for fiscal commitments
  • it transmits purchase orders to suppliers via the dedicated portal
  • it advises and guides the various stakeholders involved to ensure they are effectively integrated into the process

is responsible for coordinating and organising the purchase-to-pay (P2P) process:

  • it contributes to the management of the cross-functional procurement-supply/invoicing-payment process in conjunction with all stakeholders
  • it administers the SACHA purchasing information system databases
  • it manages accreditations for the tools used by the Procurement Directorate (SafeTender, Aprovall, Altares)
  • it provides support and assistance to all those involved in the P2P process
  • it acts as the authority on the functional aspects of the purchasing information system
