Cashless payment instruments

As part of its role to ensure the smooth operation of payment instruments and systems, the Eurosystem acts as a catalyst for change, facilitating interaction between stakeholders in order to help them work together to ensure the integration of the European payments market.

The Banque de France is involved in a number of decision-making bodies that help contribute to this process. It is vice-chairman of the French banking standard-setting committee, or CFONB, a body charged with drafting technical specifications and professional interbank rules and, alongside the French Banking Federation, it also chairs the National SEPA Committee , which implements and monitors France’s migration to the new European means of payment.

In addition to these roles, the Banque de France performs secretarial duties for the Observatory for Payment Card Security. The Observatory was created by the law of 15 November 2001 on everyday security, and is tasked with providing recommendations on card payment security in France. Its chairman is the Governor of the Banque de France.
