  The Observatory

The Observatory for Payment Cards Security is a French forum meant to promote dialogue and exchange of information between all parties that have an interest in the smooth functioning of card payment systems: card issuers, card users (i.e. merchants and consumers), public administrations involved in security matters and two Members of the French Parliament.

Created by virtue of the Everyday Security Act of November 2001, it monitors the implementation of measures adopted by issuers and merchants to strengthen payment card security, establishes aggregate statistics on plastic card fraud and maintains a technology watch over the payment card industry.
