The 13th issue of the Banque de France's Financial Stability Review (FSR) deals with financial regulation. Any explanation of the current crisis should factor in the way finance was or was not regulated prior to the crisis. All in all, the fact that some markets participants, or some products were not regulated was a major factor in the origin of the crisis. This issue of the FSR brings together a number of contributions from a range of professionals and economists representing academia, the financial sector, central banks and other institutions, with a view to making a reference document on this topic.
